American Rescue Plan Report

In compliance with the Higher Education Emergency Relief Fund III (HEERF-III) requirements under the American Rescue Plan, North Iowa Area Community College acknowledges the certification and agreement form was signed and returned and that NIACC intends to use the funds to provide the mandated amount of the relief funds in emergency financial aid grants to students. NIACC will receive a total of $2,344,604 under the HEERF III student portion. As of March 31, 2022, NIACC has distributed all of their $2,344,604 funds to students. For the Fall 2021 semester, approximately 1,413 students at NIACC have been identified as students with exceptional need and therefore potentially eligible to receive one of the emergency financial aid grants. Grants were awarded to students based on the students expected family contribution in association with their FASFA filed. Grants were then awarded based off EFC bands for full time students and part time students. Full time students is as follows: EFC 0 – 1000 received $1,750, EFC 1001 – 5000 received $1,350, EFC 5001 – 10000 received $1,000, EFC 10001 – 50000 received $700, and EFC 50000+ received $500. Part time students is as follows: EFC 0 – 1000 received $1,000, EFC 1001 – 5000 received $800, EFC 5001 – 10000 received $600, EFC 10001 – 50000 received $400, and EFC 50000+ received $200. All students who have not filed a FASFA will receive the last tier based on whether they were full time or part time students. Those students who have an outstanding balance received an email to opt –in as to whether they would like the funds applied to their bill. American Rescue Plan Report

In compliance with the Higher Education Emergency Relief Fund III (HEERF-III) requirements under the American Rescue Plan, North Iowa Area Community College acknowledges the certification and agreement form was signed and returned and that NIACC intends to use the funds to provide the mandated amount in emergency financial aid grants to be used by the college for COVID related expenses. NIACC will receive a total of $2,248,117 under the HEERF III institutional portion. As of June 30, 2023, NIACC has utilized all available funds under the American Rescue Plan. NIACC has used $83,874.16 to purchase technology for computers and servers to provide better remote services to help with the increase of online learning to all students and faculty. The College has also purchased technology in the amount of $102,709.73 for specific programs to help keep students social distanced as well as for remote learning. We have also spent $15,650.45 for hotspots available to any student who does not have reliable internet or no internet access at all. We have used $211,499.87 for additional cleaning supplies, HEPA filters, a new air handling unit, and nursing supplies. To continue to develop our faculty members knowledge for online teaching, NIACC has provided them with professional development and creation of hybrid FLEX courses in the amount of $42,476.50. NIACC has spent $25,808.55 on mental health services to help students navigate this pandemic if they need someone to reach out to. NIACC has also contracted with a local medical provider to have nurses on campus in order to provide assistance to the students and staff who may be infected with the virus for a total of $86,017.40 along with testing athletes. NIACC reimbursed the college $20,697.42 for those employees who used the FFRCA due to exposure to COVID-19. Total lost revenue related to the decline in enrollment equaled $872,486.55. This was computed for Summer 2021, Fall 2021, Spring 2022, Summer 2022, Fall 2022 and Summer 2023. We used the number of total credit hours record for each semester compared to the number of total credit hours record for previous years’ semester. Total lost revenue for lost sales in our food court, rental spaces, bookstore, and performing arts series was $179,915.46 for FY21, $205,520.96 for FY22, and $310,747.22. These numbers were computed by using a three to five year average of sales. To date, NIACC has used $90,712.73 of their institutional grant money to provide additional emergency financial aid grants to our students.
